Hi
Bar ends cover the end of the bars (so no hole)
They generally push in.
Stops the bar digging in if you fall off and land on the bars

Plugs that go into the end of the handlebars to stop yourself being speared.
It could have been worded a little differently.

Its amazing how many riders do not use them.
Its even more amazing how many riders get hurt for not using them
