Hi Wal.

I agree unsanctioned trail building is a problem, especially with so many issues like sustainability, dieback, water catchments and rare flora and fauna etc that need to be evaluated.

One idea to attract more volunteers for the Kalamunda Circuit is to give people the opportunity to build sections of the trail.
Eg. On trail building days and under DEC supervision a group of four mates can adopt a 1 kilometre section of the trail so as to be able to build that section and have input into the consruction. So a feeling of ownership and they can also take care of the mainteance of their section of trail in the future.
I don't really have a answer, I think some people just want to do there own thing.

Cheers
